Addressing urban challenges with citizens' intelligence

To build smarter and more effective cities, using data is just part of the way. What is even more important is the capacity to harness the most important asset in cities: the talent, skills and experience of their citizens. Beth Simone describes this major challenge for urban innovation, namely trying to leverage human capital to match it with the problems and opportunities in cities.

One question has driven Beth Simone Noveck's illustrious career: 'How can we ensure the well-being of democracy?' Noveck is the founder and director of The Governance Lab and its MacArthur Research Network on Opening Governance. The GovLab aims to improve people's lives by changing how we govern using advances in technology and science, designing and testing technology, policy and strategies for fostering more open and collaborative approaches to strengthen the ability of people and institutions to work together to solve problems, make decisions, resolve conflict and govern themselves more effectively and legitimately.
